Is Tutoring Only for Students Who Fail?

Absolutely not! CBC (2012) cites a report by the Canadian Council on Learning stating that as many as a third of Canadian parents hired a tutor for their children in 2007. Furthermore, most students who are tutored are already getting As and Bs in the public school system and have parents who help them with homework.
